Generation Logic and World Significance of Global Community of Health for All |

Abstract In the context of the reality that the Covid-19 pandemic is still spreading globally and human life and health are greatly threatened, Global Community of Health for All has gradually become a global consensus. As a feasible solution to promote global health governance, Global Community of Health for All has its own internal generation logic. In theory, it is the theoretical inheritance and development of Marx and Engels’ expositions on the “right to health” and “community”. The classic writers of Marxism have revealed that under the capitalist mode of production, due to the internal drive of capital to maximize the pursuit of surplus value, the poor working and living conditions have seriously encroached on the physical and mental health of workers. This not only deprives workers of their right to health, but also leads to the emergence of “diseases of the social organism” due to the spread of infectious diseases and the psychological, intellectual, moral and legal problems caused by them. The fundamental solution to this phenomenon lies in eliminating class oppression and exploitation, establishing a “real community” and realizing all-round human development. On the basis of protecting the due rights and interests of people’s lives and health, Global Community of Health for All can coordinate the allocation of medical resources and promote the reform of public health governance, so as to provide the most basic and realistic guarantee for maintaining social governance, national governance and global governance, which is the basic value requirement for realizing the “real community”. In history, it is a summary of the historical experience of human anti-pandemic struggle and public health governance. Throughout the history of human civilization, human beings have always struggled with various plagues. From active prevention and control, accumulating response experience, to paying attention to public health issues, thinking about the relationship between plague and human production and lifestyle, and then to improving the effectiveness of public health governance through multilateral cooperation, the proposal of the Global Community of Health for All is based on the experience summary of human anti-pandemic struggle and public health governance, and is a response to the current joint fight against the Covid-19 pandemic and the promotion of global health development. In practice, it is the practical requirement and realistic need of global pandemic prevention and control and ensuring people’s health. Life safety and physical health are the basic prerequisites for the people’s daily production and life activities and the realization of a better life. The concept of Global Community of Health for All has a strong practical guidance for coping with the current continuous spread of the Covid-19 pandemic and new problems, changes and new requirements in the practice of world public health governance, protecting people’s rights to life and health, and meeting people’s expectations for a better life. As China’s plan and contribution, Global Community of Health for All is an important guarantee for safeguarding the lives and health of the world’s people. It is the reasonable solution for advancing the global public health governance system in a healthy and orderly direction. It is the innovative development of the idea of a community of shared future for mankind in global public health. It provides a new perspective for ensuring the health, peace and development of the world and promoting the advancement of human society.
