Nowadays, the world is undergoing changes unprecedented in a century, and this trend will continue in the future. In the meantime, with the accelerated development of a new round of scientific, industrial and educational revolution, accompanied by the further propelling of the fourth industrial revolution and the second machine revolution, disruptive technologies, such as Big Data,Cloud Computing, Artificial Intelligence and Gene Editing, are emerging and mushrooming. Thus, we now enter an era of intelligent society, which is Quaternion Society encompassing human beings, the physical world, intelligent machines and the virtual world. This is a virtualized and digitized societal model where humans coexist with ubiquitous intelligent machines. Apparently, the interaction between the virtual world and the physical world will bring unprecedented complexity to governance. It also poses challenges to global politics, economy, technology and national power. Meanwhile, there is an urgent need to reconsider bioethics, technological risks, legal regulations and so on. The scope and method of all these questions pertaining to governance should be addressed by a deepened strategic layout of digital governance on a national level. Digital governance means data-based governance and the deployment of digitized technology in social organization and operation. This paper puts forward some forward-looking suggestions for the construction of the digital governance system in Quaternion Society from the aspects of strengthening strategic research, promoting the building of the digital governance system, improving technology security and risk prevention mechanism, and exploring the construction of the international coordination mechanism of digital governance.
