Abstract:The research on the integration between industry and education has always been a hot topic in the academia. However, there still remains some shortcomings, such as insufficient attention to the talent cultivation based on the integration between industry and education in undergraduate universities, the imperfect policy system for the talent cultivation of industry-education integration, and the lack of corresponding empirical research. This paper focuses on the core issue of “how to promote talent cultivation in the new era by establishing and improving the policy system of the integration between industry and education” and introduces policy tools. Through empirical research, this paper systematically sorts out the relevant policies, so as to lay a foundation for further designing and optimizing the industry-education integration talent cultivation policy system. Since the founding of the People’s Republic of China, the evolution of the industry-education integration policy can be divided into three stages: the integration of education and production, the (loose) cooperation between industry and education, and the gradual integration between industry and education. In 2017, as Several Opinions of the General Office of the State Council on Deepening the Integration of Industry and Education was officially released, the integration between industry and education became an institutional arrangement at the national level. By introducing policy tools, we construct an X-Y two-dimensional analysis framework of “policy tools-industry-education integration subjects”. This study selects 64 relevant policy texts of talent cultivation based on the integration between industry and education as research samples. The policy texts selected come from different levels: national, provincial, municipal and so forth. We analyze the policy structure logic, such as the characteristics of the subjects of the policy, the preference for policy tools, and the policy theme content, and explore the formal characteristics of the policy texts, so as to grasp the focus of current policies on the industry-education integration talent cultivation. It is found that the policy system of the integration between industry and education can be further optimized in the following aspects: First, the multi-subject characteristics that need to be highlighted in the process of industry-education integration are still not significant, and more targeted policy initiatives need to be formulated in terms of promoting multi-subject collaboration, strengthening government guidance, and balancing the structure of industry-education cooperation. Second, the types of industry-education integration policy tools and their implementation methods can be more diversified, emphasizing the value of relevant organizations in the training activities of industry-education integration to stimulate their enthusiasm to participate in the training activities. Third, centering on the cultivation of high-level talents. It is necessary to design targeted measures for the integration between industry and education in undergraduate universities and implement them systematically. Future policies should focus on accelerating the strategic research and top-level design of the talent cultivation based on the integration between industry and education, strengthening the construction of multi-subject talent cultivation cooperation system of industry-education integration, and improving the guarantee system of talent cultivation of industry-education integration, etc. To sum up, based on the deficiencies of relevant research on the integration between industry and education, this paper will contribute to the related researches on the integration between industry and education in the following aspects: First of all, this paper focuses on the construction of the policy system for the talent cultivation based on the integration between industry and education. At present, a substantial number of theoretical studies on the talent cultivation based on the integration between industry and education mainly stay on the discussion of the mechanism and model, and rarely analyze how the integration of industry-education can achieve talent cultivation from the perspective of policy construction, while this study broadens the research perspective of relevant research. Secondly, through the introduction of policy tools and empirical research, this paper puts forward targeted and operational future policy suggestions. In addition, on the basis of previous studies, we pay more attention to the talent cultivation based on the integration between industry and education in undergraduate universities, expecting to provide policy references for undergraduate universities to cultivate high-level talents through the implementation of industry-education integration.
