Abstract: New industrial land use policies have been issued in different areas so as to standardize industrial land management and provide industrial land policies for new industries and new business forms as there is a shortage of corresponding land use policies for new industries in daily land use management. Previous studies on new industrial land use policies were usually confined to listing the key points of the policies, describing the policies and analyzing the selective parts of the contents. The study takes 56 texts of new industrial land use policies as research objects to analyze the new industrial land use policies via two dimensions: policy themes and policy tools with new analytical ideas in order to lay out the characteristics of new industrial land use policies. Moreover, since most of the existing studies on new industrial land use policies adopt qualitative analysis or empirical judgement, the results are prone to be limited by subjective factors such as researchers’ personal experience, so it is very important to adopt quantitative method to study new industrial land use policies. Therefore, by constructing a two-dimensional analysis framework of “policy themes - policy tools” and analyzing the contents of policy texts with Nvivo12 plus, the paper explores deeply the policy theme of new industrial land use policies, and finds that the themes of new industrial land use policies include five parts: top-level framework, connotation definition, land supply management, construction guidance and operation supervision. However, there is unbalanced attention paid by local governments to policy themes, more attention paid to land supply management and operation supervision, which are the cores of new industrial land policies. In the dimension of policy tools, there is a diversified use of policy tools; however, local governments prefer authoritative tools. In the analysis of regional differences of policy themes, the paper finds that, except Beijing and Shanghai, the eastern areas are more concerned about the policy themes of land supply management and operation supervision, and they stress both management and operation supervision. In the central and western areas, the theme of land supply management accounts for more than 30% in Sichuan, Anhui, Hubei, Yunnan and Henan, and so land supply management is emphasized in these provinces. In Guizhou, Guangxi Zhuang Autonomous Region, Hunan and Chongqing, the emphasis on land supply management is equal to or less than 20%, but that on operation supervision is 36% or above, so operation supervision is of greater concern. The northeastern area emphasizes operation supervision, which takes up more than 37%. In the analysis of regional differences of policy tools, their use can be divided into three types: the relatively balanced use of policy tools in Beijing, Fujian, Yunnan, Henan, Shanghai and Tianjin, the unbalanced use of policy tools in Sichuan, Guizhou, Anhui, Guangxi Zhuang Autonomous Region, Chongqing and Heilongjiang and the relatively authoritative and balanced use of policies in Guangdong, Zhejiang, Hubei, Shandong, Jiangsu, Liaoning, and Hunan. However, the study finds that the policy tools used in different areas are mainly authoritative tools and the balanced use of policy tools is to be desired. In the future, the integration of policy themes and policy tools in making new industrial land policies in a scientific way shall be followed so as to upgrade constantly the scientific nature of new industrial land policies.
